Obstruction into road

There is an obstruction into the road that appears to be a drain. It's made of cement and although it may seem innocuous, it's impossible to spot whilst driving and very easy to hit if needing to follow close to the near side of the road to make space for a larger vehicle. And it's not only not easily seen whilst driving but it's utterly unexpected, so one would not even consider the possibility of encountering it. I destroyed my tyre having driven into it.
