Silver Transit Van being worked on i.e. engine/oil change

For the past few months a silver transit type van has been parked on the road outside of number 43, though not theirs. Two people look to be doing regular work on the vehicle i.e. oil changes, break disc work etc... I am a little concerned as they are at times working under the van and protruding into the road causing issues with traffic
