Very poor reinstatement work by a contractor

I noticed a contractor undertaking some reinstatement works to a probable utility installation/repair and the result is of very poor quality. Excess tarmac has been pushed to the kerbside rather than removed and the reinstatement has already sunk causing a risk to cyclists and drivers.
