Sycamore saplings at the side of the footpath linking Leamington Drive to Folly View Rd

I reported the presence of sycamore saplings growing along the side of the footpath linking Leamington Drive to Folly View Rd about 4 weeks ago, suggesting they needed to be dug out to prevent them possibly causing damage to the footpath and adjacent property. Yesterday I noted that the saplings (a couple were reaching 4-5 feet in height) had been cut back about 4 or 5 inches above the ground, leaving the roots in place. I don't know if 'Fix My Street' (FMS) had done this or whether a householder adjacent to the path had done it. Most of the annual weeds along the whole length of the path - nettles and others - were largely intact. This morning I saw an Oxfordshire County Council van at the end of Leamington Drive. I thought of asking the driver if he was there to deal with the saplings, but time constraints - a grocery delivery to my home was imminent - meant that I didn't engage with the driver. I wonder if he was there to see if the job had been done satisfactorily by 'Fix My Street'? If he was, a cursory view could give the impression that the problem was solved, either by 'FMS' or by someone else. Either way, though the sapling growth has been temporarily curtailed, they'll be back! Could 'FMS' please dig out these saplings?
