Application P14/V2362/FUL and P15/V1931/DIS show that these estate roads should have been built to OCC Residential Road Design Guide (2015) standards - and then adopted. These roads are predominantly 4.74 m - 4.81 m width in violation of the guide, planning conditions 15 and 17, and Oxfordshire County Council Highways response to the Vale.

OCC needs to investigate because these roads are not subject to a private street agreement. Without it, the developer cannot keep them private as you well know. You also know that a s.38 agreement was required in 2016. You need to chase the developer and come up with a solution as the s.106 agreement requires you to fix this.
