No Entry sign is 'greyed out'

I live off the road at the top of Kings Head Lane, Islip (a one-way Street, going down). In the last week or so, I have tried to stop 2 cars driving UP the Lane. They appeared to have ignored the No Entry Signs, but wouldn't stop to speak to me about why they had done so. I checked the No Entry signs and one of the signs seems to still be painted with a grey cross from a previous occasion (months ago) when the road was 2-way, with traffic lights, due to flooding. I wonder if drivers are thinking the road is still 2-way because of confusing signage. These are just 2 incidents that I have witnessed, but there could have been more.
