Flags obscuring the highway

Flags have been put up along the bottom of park road. They are hung at a height just above small cars, but at windscreen height for SUVs, vans and lorries. There is no path and the grass verge is narrow if the wind changes direction the flags will be obstruction. They are also already a distraction to drivers.
