Ivy covered trunk from hedge hanging dangerously low over footpath

On the footpath down from Ham Road to Betjamin Millenium Park there is a thick branch/trunk hanging over the footpath from the hedge on the rhs going down the path. This is steadily getting lower and lower over th elast 6 months and the ivy covering it is now just above my head height. There is an approximately 25 cm solid trunk at the centre which would seriously injure someone if it comes down in wind/rain. This footpath is used daily by children from King Alfred's West Site School and is regularly used by older people who would struggle to get out of the way if this comes down.
