Gully not working

Gully was cleaned 2 weeks ago, but the road flooded after 10 mins of rain yesterday causing flooding onto my property. It seems to be the pipes under the ground as the water bubbles up out of the drain on the west side of the road. The quick fix doesn't seem to work. Please can this be looked at before we go into the worst months as I don't want another year of spending the winter trying to stop water flooding my house again
