Underground flooding on Gloucester Street.
I have been advised that gully emptying will solve this issue and that the report is closed. However, this is not a problem with surface water drainage, gullies or the drains themselves.
Water is travelling through redundant gas pipes (under the road) and leaking/ pumping out underground (not near the surface, gullies or drains). Nearby properties are experiencing basement flooding and rising damp due to the trapped, leaking water.
Due to the extent of the issue, and the misunderstanding of the current situation, it would be useful if a council representative from the correct department visited the site to gain a full appreciation of the situation.
