Insufficient barrier to brook and damage to oath

The brick path over the brook has dropped over time and now slopes towards the brook, The barrier is not sufficient to stop wheeled objects (buggies, children on scooters etc) from sliding into the brook. I cam across a mum try ing to rescue her buggy which had slid down the bank to the brook when she just let go of it for a moment to help her toddler. Luckily the buggy was unoccupied and we were able to get her and her buggy back up the bank but this is now potentially really dangerous.
