Over Grown Tree and Hedges

I just moved into 5 Lakefield Rd, and the trees and hedges on the walkway are massively overgrown. I opened a case with reference number 7799328.
Was told to report to Oxford City, and they returned with the following:
Hi, Fix my street has said they cant help you is probably because they do not have it on there records….. unfortunately, It’s not our remit. I think you may have to re log a new request and explain that it’s not an Oxford City Council tree. It is on the pavement and could the property team look into this further.

Not only is this an eyesore sore but it is also obstructing pedestrians. The tree trunk is very close to my boundary wall and will soon cause damage. The tree is at roof height and out of control. I can see the opposite side of the road has been seen too, but not my side. Due to the sheer density of the hedges, it has encouraged fly-tipping. I have had 2 landscapers come through, and they both have stressed that this is not my responsibility to resolve. Members of the community have also complained, and nothing has been done. Please assist.
