Huge pothole

Drain line carried out works in the area a few weeks ago, pipe from stream to opposite side of road is broken and leaking, they dug out the pot hole further to investigate the leak and left it in this state. What’s the course of action? Obviously a small child could fall in this hole if the cones were removed
