Overgrown hedge from private house

The hedge is overgrowing from 33 Edinburgh way and is taking almost all of the pathway, forcing pedestrians on the road to pass it. It's a danger for pedestrians, as most frequently there's a car parked on the road next to the hedge The hedge has been there last summer, never trimmed, and this year has become way worse A

The problem hasn't been fixed, and cars continue to be parked right in front of the overgrown hedge. If the matter is not resolved I will contact my local councillor for advice.
