Water has been running constantly down Mill Street, Stanton St John from a drain coming from the property Hillside for over 4 months, causing the road surface to break up and disintegrate.

The road surface is in such a state of disrepair it poses a significant danger to road users. It narrows the available carriageway to such an extent that cyclists or drivers of anything but a landrover need to be in the middle/on the right of the carriageway.
The landowner is committing an offence under the Highway Act 1980 and I am surprised you are not protecting your highway rights by pursuing this.

Yes, water still running down the road, and continuing to erode the road surface, which also now needs the holes and ruts repairing

There's not much flow at present because it's been dry, but the photos show the property from where the water usually flows with the wooden fence and the extent of damage further down the road

Thank you for your report. Oxfordshire County Council is responsible for maintaining approximately 120,000 gullies on the highway network. Gullies are cleaned in accordance with the County Council’s maintenance policy, and we operate a targeting program with a higher frequency of cleaning in areas at risk of flooding.
