Pavement kerb is now lower than road

After various roadworks over last 3 years the pavement outside our houses has need dug up and put back with now NO kerb height we used to have a standard 4 inch (100mm) kerb but it has been sunken into ground by bad and lazy workmanship. The kerb is designed to funnel rainwater down road to existing drain. Now after heavy rain all the rain water runoff from road finds the lowest point and just floods both our gardens and houses. We have asked for this to be repaired many many many times in last 3 years. Please can kerb be restored
