Dangerous footpath surface

Hello, I have written a few times regarding the surface of the footpath that runs between Elms Road and John Hampden School and yet it remains in very poor condition resulting in trip hazards along it. Earlier this week my eldest child tripped and took the skin off both her palms and knees. This morning, I witnessed another child (not my own) trip in a similar way. Schools and government are encouraging society to walk more (drive less) yet the infrastructure is making this hard. This footpath is used by hundreds of families on a weekly basis. A year or so ago my youngest child nearly lost her front teeth on the path (which I reported) and I was dismissed saying finances had been allocated elsewhere. It is now a new financial year so please can I urge you to remedy this matter as a priority so that it does not cause further harm.
