I will be visiting this location within the next few days to determine the ownership of the Cherry Tree, which best fits your description of the issue. If the tree is in Oxfordshire County Council (OCC) ownership I will be specifying appropriate tree care operations in alignment with the current OCC Tree Policy. If the tree is not the responsibility of OCC, you need to contact the landowner to request any works. as the access to the car park is not part of the highway maintainable at public expense and not in OCC ownership. If I can be of further assistance please contact me at matthew.hirons@oxfordshire.gov.uk.

Thank you for your report. I will be visiting this location within the next two weeks. If the tree is the responsibility of Oxfordshire County Council (OCC) I will inspect it and where necessary specify appropriate tree care operations in alignment with OCC Tree Policy. If the tree is not the responsibility of OCC I will endeavour to identify the owner of the tree. However, the access to the car park is not part of the highway maintainable at public expense nor OCC maintained property. In these instances OCC will send the tree owner a letter advising them of their duty of care. Should you wish to further discuss this matter please contact me at matthew.hirons@oxfordshire.gov.uk
