Overgrown hedge restricting pavement access, hedge contain brambles

Sent to Oxfordshire County Council less than a minute later

The owner has only cut this hedge once in the 3 years I've lived here. When it overgrows it forces people to walk in the road. The hedge also is full of brambles which I've tried to cut back myself but it's really not my job, please can the property owner care for their hedge.
