40 MPH electronic sign incorrectly configured

Sent to Oxfordshire County Council less than a minute later
There is a 40 MPH warning sign at this location that is meant to illuminate to warn drivers if they are doing over the speed limit. It current illuminates even if you're doing well UNDER 40 MPH.
I suspect this sign has been set to detect vehicles doing over 30 MPH in error.
