Dangerous cycle path crossing of BMW Plant exit

I was nearly hit by a car emerging at this junction today; we both had to do an emergency stop. Cyclists from Horspath are guided on to the Horspath Road cycleway - it is a main cycle route, and therefore part of the main carriageway albeit segregated from it. It has to cross the Roman Way exit from the BMW but cyclists on the main Horspath Road should have right of way over side road traffic. In fact the cycleway simply doesn't exist across the junction and there is no signage to warn the cyclist of this. There is nothing to warn drivers that this cycleway crosses the road : there are no road signs warning of crossing cyclists. Cyclists emerge from behind a hedge, invisible to drivers till the last second. There are no road markings to indicate a cycleway. According to current design standards this cycleway should continue straight across this junction at grade (i.e. raised), on different coloured tarmac. There should be a stop line for motor traffic before it, not after it. This same inadequate infrastructure is replicated at the BMW exit gate 150m west of Roman Way and at the main gate towards the northwest corner of the plant, on the ring road.

There was a fatal motorcycle accident on this junction approximately a year, maybe year and half ago Due to large amounts of foreign registered lorries turning into roman way.
