Breach of public open space/obstruction of footpath

The new owners of this Umpires Road property (marked Plot 73 on the David Wilsons map attached) have blocked a footpath through the estate and built an extended garden in front of their property on land that is designated as a public open space per the homebuilder's drawings. I'm hoping someone can investigate.
