Filthy , muddy , blocked drains , neglected road edges

The road from stonehill lane ( odey hill ) to the village of Drayton from Abingdon has filthy , muddy , blocked drains ( see photo ) road edges full of mud etc . This road at the bottom of the dip always floods when we have had heavy rain . The road from stonehill lane to mill rd roundabout Abingdon also has filthy road edges with blocked drains etc . A lot of this problem is caused from vehicles leaving a quarry at stonehill lane . Can these road edges get cleared manually as road sweepers don’t seem to get to the road edges and the road regularly swept etc after ,thanks
