Drain blocked with mud at the bottom of church street

This drain has been blocked with mud for months and the water is sitting there. The end of Church street is a dead end and the road is a decline. The gate in the picture is the entrance to the prebendal nursing home which was flooded recently. After heavy storms this drain is always blocked and needs to be looked at on a regular rotation. It is a perpetual flood risk to residents.
