Concrete Lintel at road sides loose at bus stop

The lintel which runs along the road and meant to be flush with the road surface are loose and at relatively sharp angles. As this is outside a bus stop, seems like the weight of the busses over time has caused this.

While it's nice to see the problem being repaired, It would also be nice to see your contractors adhering to basic health and safety. The operative (SA Hawkins groundworks on his Hi-vis) in the picture has no ear defenders or ear plugs in use is working very close to the general public with pneumatic tools which create a lot of noise nuisance for the public waiting at the bus stop. The T/M layout is not to chapter 8 specification and the vehicle is parked on the footway. Also on checking there seems to be no permit in place for the works to go ahead.
