Drain still blocked after your team didn't clear it

Your team came to clear some drains earlier, but didn't end up clearing this drain. They removed the top few inches of mud but there is a lot of mud still blocking the drain, as well as a tree root they unearthed.
The original problem still persists, and this drain is blocked. Someone needs to come along and remove that root and completely clear the drain, otherwise the houses will keep flooding.
