Flooded Property from rising water

The ground is overly wet and moist in general at the property and also the soak away of the septic tank is failing to soak away water. The piple that takes the water in the public area / highway is blocked and cannot take the water from the soak away. Therefore the soak away is failing and the water cannot escape. The blockage leading to the disposal point needs to be cleared / unblocked. Please advise how you would manage this. There is a blockage on the public side affecting the general escape of water from my property.
