Bush covering half of pathway on approach to school

I reported this issue a few years ago. The bush grows over 50% over the path which compromises safety when there are cars parked during peak times. I believe this bush isnt owned by the property owners and why it isn't maintained by them. It requires to be cut back significantly and not just pruned.
