Drain overflowing into road

The drain on the corner of Eynsham Road and Tilbury Lane is overflowing into the road. As the weather is about to turn colder, this could become a serious issue should the water freeze, as it will particularly affect the cycle lane. I have looked at Thames Water site and they state that blocked drains, which I presume this is, are an issue for the local council.
