Numerous Gullys Blocked and Main Drain not flowing

Many of the gullies on Addison Road appear to be blocked with mud and leave debris. The main carrier drain for the road also does not appear to be flowing freely causing a backup into the manholes on the BGN school site. Can this run be jetted to ensure it runs clear once the gullies are clear. The school drainage cannot function correctly unless this run is clear.
