Unsafe steps

At the back of our Estate on Upper Brook Hill is a gate that opens on to Union street at the top of a grass embankment. Having spoken to the Town Council , I believe this land belongs to yourselves. As such I would like to make a request with regards to the land. There are steps leading down from the gate, that are treacherous most of the time, usually the grass has grown over them, they do not have a handrail and are quite steep. As a result most of our owners turn right out of the gate and walk along the top of the embankment until they meet the road. Would it be possible to install a hand rail either down the steps or along the top of the embankment where a make shift path has been formed? Also, there is a tree just outside the gate that has become very overgrown and needs cutting back- can you help with this too?
