Smelly rubbish on the floor in the bin area

Good morning now I’m just reporting this as it’s now getting a smile outside in our bin area. It’s been like this since last Friday. I’m concerned why my neighbour keeps shocking her cat boxes on the floor and bone. Iddle keeps putting rubbish on the floor has cat litter everywhere and cat poo is hygienic. Also there’s a dead mice next to the rubbish out here if you can see in the picture.
