Temp traffic lights unnecessary - when no works being done

On A421 there are ongoing delays due to HS2 works. It’s not clear who the latest works are for, but it is frustrating as traffic is delayed 5 mins each way as a short section of road is coned off with temp traffic lanes but no work taking place. Even if work happens during day time please remove cones so traffic can move freely between 4pm and 9am (17 hours a day), thanks
