Flooding over half the road, opposite wayside house

Sent to Oxfordshire County Council less than a minute later

I am not sure if drain or gully is blocked. In the storm the road was heavily flooded near the bend. Silly people kept avoiding puddle to go on other side of road on blind corner. I heard 20 horns through the day and near crashes. There are two bottoms plates from cars on road. The water went away but then with the lighter showers this morning it is back again.
