Persistent continual road surface running water.

Sent to Oxfordshire County Council less than a minute later

Road covered in running water. Freezes every winter, across width of road causing safety hazard and damaging road surface. Recent weeks, there has been brown foul smelling discharge too. This is obviously worrying for all but the spray is particularly worrying for cyclists. Happens every autumn/winter and freezes every year.
