Blockage under bridge causing road to flood

The road and neighbouring properties flooded on 23/09/24 partially due to blockage of the brook under the road bridge. The road flooded again yesterday evening. Debris from the bridge parapet, repaired earlier this year by Highways is still in the water causing a dam preventing the water flow. The brook is also backed up with silt, gravel and mud from the culvert that runs down and under the road and joins the brook. Local residents formed a work party this morning to clear leaves and mud from the road to prevent further blockage as road drains have still not been cleared despite assurances that this would be be done in October.

There is still a blockage in the section of the brook under the road bridge preventing water flowing away and the open section of the culvert at Brookside Cottage is silting up again as the water flow into the brook is impeded at the road bridge due to the blockage. Please can this be unblocked as OCC Highways are riparian owners of the brook under the road and residents have done all they can to clear the sections that they are rsponsible for upstream.

Riparian landowners up stream and down stream are required to clean their ditches down stream is higher with stone/silt and gravel before OCC cleans under the structure.

There are no ditches in this location. Riparian owners upstream have cleared their section of the Gainsbridge Brook and local residents have cleared the culvert in front of Brookside Cottage at least twice since the houses flooded in 2024. Lumps of stone left by Highways contractors when the bridge was repaired are still in the water. The riparian owners downstream, including Thames Water have said that they will contribute to the cost of clearing if organised by Highways. A precedent has already been set when Highways cleared the brook next to Stadhampton Road, Little Milton in 2024. I was told by a Highways employee, that the landowners, who don't live locally did not contribute. It is not logical to say that riparian owners upstream and downstream of the blockage must clear their sections first as the same argument could be applied to requesting Highways clear their section first. Local residents have done all they can and have tried to clear the section for which Thames Water has responsibility but the task was too difficult without special equipment, and when digging in the compacted bed of the brook there was a strong smell of sewage. A neighbour who has lived in Haseley Road for many years has stated that children used to be able to walk under the bridge. This clearly isn’t possible now due to the compacted silt, mud and rocks blocking the culvert which caused the devastating flood.

Thank you for your report. On my site visit down stream is at a higher level with overgrown vegetation we won't clear within the structure until up stream and down stream is clear.
