Why was water raising up and flowing out of road gullies?

My home in Dart Drive was flooded by mixture of water flowing out of the road gullies in Dart Drive and by additional surface water from adjacent road named Sutherland Beck.

This is a serious concern as people’s homes, gardens and garages were flooded. In the 26 years that we have lived in our home we had never been affected by flooding.

I am trying to understand cause(s) and timeline of events that will establish what caused the flooding between 7pm and mid-night on 24th Sept.
