New Road Markings

Some new road markings have appeared on the left as you pass through the village from Highmoor towards Nuffield. It looks as though they are meant to be for pedestrians and have solid white lines to prevent vehicles from going into them. Why are they here? There is a footpath on the other side of the road and with the parked cars on the other side it is impossible to not cross into the lines if oncoming vehicles don't move really close to their kerb. Is this an error?

I posted this last October but have not received a response and the markings are still confusing drivers and pedestrians. Please explain what they are here for.
