Hedge planted on O.C.C. land

I have a query about a hedge that has been planted on what I thought was a council grass verge and not private property around the above house (land registry records would suggest that it is not their land). I have concerns that they have planted a photinia hedge that could potentially grow to 7.5 m on the very edge of the public highway. Is there not restrictions on what can be planted next to the public highway?
