Blocked watercourse

There is a blocked watercourse that I think could also have partially collapsed. I have been asked to conduct a sonde and trace as part of a planning application and its not possible due to the rubble and build up of silt. Now that this has been brought to my attention, I would light to highlight that this is a flood risk as causing blockage to the waterway which leads from the Green North, to the drain behind Nellies Cottage, Number 2 and St Lawrences Church.

By way of an update, I have attached an image from inside the culvert from as far as I can access myself. As you can clearly see there is a substantial build up of debris which is visible.

To further support the latest photo, the engineer who was commissioned to undertake the sonde and trace survey has said that " the issue really starts to be a problem from about 2ft into the culvert. There is substantial debris, bricks, silt and mud (preventing them sending the camera up further) which they said needs to be sucked out as opposed to blasted through." The engineer is unable to conduct the survey due to the built up within the culvert.
