Footpath blocked by resident’s bush

The footpath is entirely blocked by the tenant’s bush. This is an ongoing issue and has been reported previously but nothing has been done. The path is used by hundred of nursery, primary and secondary school children each day and is totally unsafe. Children have to walk in the road, the width of which is restricted anyway due to parked cars on the other side, making it very unsafe for all road users. There are also very fast mopeds and bicycles that fly around the area, due to the nearby cycle track, causing an additional hazard.
