Uneven pavement levels

Not sure what is happening to this path. I can see the barriers at the bottom of the slope have been removed and it looks like its prep for resurfacing but its been left.
I got my wheel caught in this this morning causing me to come off my bike which resulted in damage to myself my bike and clothes.
It could have been worse had i landed on the harsh edge of the tarmac where it has been dug down.
It would be nice to have some sort of compensation for this damage really.
