Manhole/drain on pavement missing

Hi,

I've just cycled past this draincover/manhole on the pavement with a cover missing. I cycled back as there was a very heavy yellow cover over it which someone clever decide to move, I with alot of effort managed to move it back. It would have caused a nasty injury to a pedestrian or dog walking by that, especially in the dark.

Could a permanent cover be put on this if the temporary one is being moved by someone?
