Overgrown shrubs preventing normal access to backs of houses and preventing carparking

As per the diagram whose responsibility is it to up keep the vegetation round this car park and along the alleyway? Russian vine and ivy are swarming the shrubs and making access to alleyway difficult and have reduced the parking area of 2 cars so access to my parking place has become increasingly difficult at times. I am new to this area and it looks as though it is a long standing issue, although at some stage in the past the trees along the alleyway were cut back by someone/contractors using chainsaws.

  • This week 2 contractors from Merlin Estates came and cleared back the Russian Vine so access to parking and the back alley has been reinstated. In doing so the men uncovered a dead tree which needs removing. There is a similar elder beside it which is more or less dead because of the vine. Next to that is a willow which is growing horizontally along the alley and a rotten piece has been removed recently. The other photo shows the tree which a neighbour came over to say is beginning to damage their boundary. The contractors were not tree surgeons so will be passing on the information to Merlin Estate. Thank you for investigating this issue. I hope the tree problems will also be resolved too.
