Build up of water by damaged roadside

Due to a damaged road edge water is sitting in a puddle outside the fence. Traffic is splashing water onto and over the fence, leading to saturated fence and mud on washing, when out and to windows and walls. I think if the edge of the road was reinforced this puddle would not permanently be there and the problem resolved before lasting damage to the property.
