Clean water coming out of drain

The drain in the road, outside no. 6, is overflowing with what looks like clean water coming up and running down the hill. There is no indication at all as to where the water is coming from but it is continually running. The drain/grating further up the street looks perfectly normal so I suggest the water is not coming down from there! There is no sign of water appearing anywhere else in the vicinity. Strange!!!
