Surface water gully collapsed and wont take any water

This gully has been cleared out with a gully sucker many times, but this DOES NOT RESOLVE the issue, the surface water drain is obviously collapsed and wont take any water, leading to the road to become flooded and restrict access to my house. You keep closing this down as rectified, which as you can Cleary see from the attached photos it is NOT

  • Still nothing done about this, water is pooling and causing an issue with access. Can some one please look into this?
