Car parking destroying grass verge

This car has taken to regularly parking on the grass verge, in order to provide access to their other vehicles.
Please can the local county councillor write to the homeowner to politely request that the driver does not park on the grass, as with the wet weather the verge will quickly become a muddy mess. These verges have been well respected for 90 years so it's worth nipping this kind of thing in the bud. No other drivers regularly park on the grass, good to address this now before it becomes normalized.

Or you could just have a word with them yourself and not waste council money? Would it really be that hard to knock on the door and speak to them about it? If you're lucky they may even speak english.
