Drain blockage near 53 Newbury st and postbox on Newbury street

All the drains on newbury street are blocked from no.53 up to the school on both sides of the street. the photos are of the left hand side in front of no.53 and the postbox. every time it rains it floods. this is the third time i've reported the drains as blocked. can a more permanent solution be found please. thanks.
