Badger holes on both sides of the road (sett running under the road)

There is a badger sett running under the road with exit/entrance holes on both sides of the road right next to the tarmac. There is a real danger to the road integrity, and it if collapses there could be a serious accident. It has been reported to the Council, Natural England and the Environment Agency but they all claim that it is not their responsibility. We understand that badgers are protected, but it needs looking into and if necessary, a license can be obtained to move the badgers. The holes have been there for a long time and in the past someone (Highways Agency?) placed a warning sign and cone next to one of the holes. The sign has since gone and the cone was pushed into the hole by a heavy vehicle. No more action has been taken and clearly this wasn't a solution. We hope that this will be taken seriously and the agencies can work together to resolve it.
